The Ministry of Magic is the official government of the wizarding populations of Great Britain, Ireland, and the outlying islands. It also commands a great deal of respect in the worldwide wizarding community. Every department has a Head who oversees the budgeting, paperwork, and running of his comprising offices. Each office has its own Head, which is more directly responsible for its activities.
As of 2 January 1980, the Ministry of Magic is controlled directly by Voldemort, though no such announcements have been made. The public is not aware of the Ministry's real masters.

Minister For Magic and Staff
The Minister for Magic is the appointed head of the Ministry of Magic, and acts as both figurehead and driving force for the entire Ministry. It is the Minister's responsibility to keep in touch with the Muggle Prime Minister and to act as diplomat in relations with other countries. The Minister is the public face of the Ministry, and, as such, is susceptible to sways in public opinion. It is often in his or her best interest, subsequently, to exert as much influence over the prominent media sources as possible.
The Minister and his Senior Undersecretary also sit on the Wizengamot.

The Department of Magical Law Enforcement is the primary maintainer of order in wizarding Britain. Its various offices include the auror office - devoted to the capture of dark wizards, the MLE squad ('hitwizards')- dealing with 'regular' magical crime, the Misuse of Muggle Artifacts Office - intended to prevent the contamination of the muggle world with enchanted objects, and the Improper Use of Magic Office - which regulates the use of magic in accordance with the Decree for the Reasonable Restriction of Underage Sorcery and the International Confederation of Wizards' Statute of Secrecy.
The Wizengamot comprises a group of wizarding judges who sit on criminal trials. Very rarely is the entire Wizengamot called out for a single trial; usually only 1-2 are needed to come to a conclusion in most matters. Civil trials usually warrant only 1 member of the Wizengamot. This group also acts as a kind of parliament with limited control over decrees passed by the Minister.
Bartemius Crouch, head of the DMLE, has given the Auror Office expanded powers during the time of war, including, but not limited to, the use of Unforgivables, and the ability to capture and detain without charges or trials.
The Head of the DMLE also sits on the Wizengamot.

The Department of Magical Accidents and Catastrophes is responsible for 'fixing' mistakes of magic, including major side-effects of wayward charms, splinching, and magical effects on muggles. The Reversal Squad has the duty of cleaning up the physical damage of such accidents, and it is the Obliviators' task to keep muggles from remembering the true causes of such events. The Muggle-worthy Excuse Committee is responsible for plying the Muggle government and newspapers with appropriate explanations for magical catastrophes.

The purpose of the Department for the Regulation and Control of Magical Creatures is to liaise with and oversee the movements of magical creatures. Anything from doxies to werewolves to ghouls are dealt with here.

Department of International Magical Cooperation
The Department of International Magical Cooperation was created with the goal of unity in mind. Its job is to promote cooperation with other wizarding governments, as well as to standardize various trade and legal issues.

Department of Magical Transporation
The Department of Magical Transportation regulates and provides licenses for various modes of magical transport. New portkeys or new points on the floo network shouldn't be created without Departmental permission and inspection. The Apparition Test Centre is responsible for licensing witches and wizards to apparate, and the Broom Regulatory Control inspects broom manufacture to assure they are up to regulations.
The Department of Magical Games and Sports is responsible for the organization of national sporting events, as well as keeping members of the Muggle populace away from them (particularly Quidditch). The Ludicrous Patents Office is the home for patents relating to Magical Games and Sports (such as braking charms for brooms).

Department of Mysteries

The Department of Mysteries is devoted to secret research into the fundamental magical nature of life and existence. Very little is known about what happens on this level of the Department, even to the Minister himself.
The Department of Education is responsible for governmental relations with the various wizarding schools of Britain and Ireland. Hogwarts is large enough to have its own office, but there are other less influential schools that must be regulated, and national wizarding standards that must be maintained. This department does precisely that.

Department of public relations
The Department of Public Relations is an office new to the Death Eater controlled Ministry of Magic. Its primary concern is with the image of the government to the public, through press, propaganda, and reform. Its participants are responsible for controlling the Daily Prophet and a considerable chunk of the WWN and have a variety of responsibilities, from announcing public holidays to running public opinion polls to smoothing over the wrinkles in the new regime.
